The output from Phase 1 is a detailed list of functional requirements. Phase 2 covers the assessment and evaluation of all available solutions on the market. Solutions should be compared on a level playing field so that decisions can be made intelligently and fairly. This also means that all the vendors you’re considering can clearly understand the functionality required and respond accordingly.
