Summary
In the fall of 2006, Poudre Valley Health System (PVHS)
was about to open a new hospital in Loveland, Colorado. As a result, the organization's Human Resources department identified the need to modify some existing processes including the method of reference checking job candidates. PVHS began replacing the timeconsuming process of reference checking by telephone with a more efficient method that uses a web-based 360o procedure. Within a study based on the first year that
Poudre Valley Health System began using SkillSurvey's Pre-Hire 360®, they:
- successfully predicted supervisor evaluations of new hires
- saw a significant difference in retention of new hires reference checked by telephone compared to those reference checked using SkillSurvey's

Background
Based in Fort Collins, CO, PVHS provides a regional network of health care services for the people of northern Colorado, southern Wyoming, and western Nebraska.
PVHS is recognized for quality at the state and national levels. In 2008 alone, PVHS
received the Malcolm Baldrige Award, the highest Presidential award to organizations that demonstrate performance excellence, as well as Colorado's Peak
Performance Award (CPEx) for performance excellence. In 2007, PVHS was recognized by Thomson Reuter's 100 Top Hospitals® program for the 5th year in a row, and is considered a Top 500 User of Innovative Information Technology
(Information Week Magazine). As such, it is obvious that this healthcare system is continuously focused on process improvement and implementing best practices.
The Challenges
PVHS needed to rapidly identify, hire, and onboard quality candidates. Naturally any change to existing policies or processes had to follow ongoing best practices, such as complying with guidelines established by the
Joint Commission on the Accreditation of Healthcare Organizations (JCAHO), and making every effort to control costs.
Solution
To rapidly accelerate the identification and hiring of quality candidates, PVHS began using SkillSurvey's Pre-Hire 360®, an innovative web-based tool for gathering 360o reference feedback. This tool increased the number of references per job candidate from a minimum of 2 to an average of 3.46 (73% increase). Additionally, recruiter time spent reference checking was reduced by approximately 92%, significantly reducing time to fill open positions and increasing the amount of time available to address other strategic HR initiatives.
Quality of Hire Study I: Predicting Retention
Within a 21-month period, 592 new hires in selected job categories were included in the "PVHS Quality of Hire Study." Of the 276 nurses hired within the first year of the study, the majority (61.6%) were reference checked using SkillSurvey's Pre-Hire 360®; the remaining nurses were reference checked by telephone.
Results
Approximately 15% of the nursing sample terminated within the first year post-hire. Figure 1 shows that a greater percentage of nurses in the study were retained if they had been reference checked with the SkillSurvey Pre-Hire 360®. This translates to a difference in retention of +3.5% when using the
SkillSurvey Pre-Hire 360®. Utilizing a conservative estimate of annual compensation as the cost of turnover
(national figures for an RN's salary + benefits = $89K), PVHS had the potential to realize savings of over $850,000
within the first year of using SkillSurvey (276 new hires x $89K x 3.5% = $859,740).
Quality of Hire Study II: Predicting Performance
Other components of the study were to (a) associate pre-hire reference feedback with reason for termination and (b)
gather supervisor evaluations of those hired. The same competency-based survey used to gather reference feedback on the SkillSurvey Pre-Hire 360® was used to collect supervisor ratings, post-hire. Supervisor response rate was 90%;
241 new hires had both pre- and post-hire ratings on identical competency items.
Results
Predicting Termination for Poor Performance. The study showed that candidates who scored low on the SkillSurvey
Pre-Hire 360® reference feedback tool were significantly more likely to be terminated for poor performance than those scoring higher (chi square = 12.86, p < .001).
Predicting Supervisor Evaluations. There was a statistically significant (p < .001) correlation between pre-hire ratings by job references and post-hire ratings by current supervisors (validity coefficient = +.34, sample size = 241).
Furthermore, those who received high marks from their supervisors were also those whose job references gave them high marks for showing dedication toward doing a good job; developing and maintaining cooperative relationships at work; and communicating necessary and important information.
